June 20 is World Refugee Day. It is an occasion for individuals, organizations, and governments across the world to consider the challenges facing refugees and what can be done to improve their status and the conditions they face.
To commemorate World Refugee Day, the Italian video documentary production studio ZaLab, in cooperation with the Open Society Foundations Amnesty International-Italy, will launch a national campaign aimed at obtaining a commitment from Italian authorities to end “push-back” operations in which Italian authorities have turned back boatloads of refugees fleeing violent conflict in Libya.
And ZaLab’s documentary film Mare Chiuso (Closed Sea) shows how hundreds of sub-Saharan migrants were picked up at sea and pushed back to Libya without being identified. Many of them were asylum seekers trying to escapefrom political persecution and war. They were returned to Libya where they were tortured and abused by Gaddafi’s police. The “push-back” policy was the result of a 2008 treaty between Italy and Libya and other border and immigration-related agreements signed in 2007.

On February 23, 2012, the European Court of Human Rights condemned Italy’s “push-back” policies as a violation of international human rights laws. However, the Italian government has yet to reject its use of “push-back” operations. When polled about the policy, a significant percentage of Italians consider the “push-back” operations not only as necessary, but also as a successful approach to dealing with refugees.

The “NO MORE PUSH-BACKS” campaign aims to make policymakers and the Italian public more aware of the horrible conditions and threats that turn people into refugees. The campaign also aims to help bring about policies and attitudes that are more sympathetic to the plight of refugees. To achieve these goals, the campaign is asking Italian citizens and organizations that are concerned about the abuse of refugees to organize screenings of Mare Chiuso in squares, cinemas, schools, theatres, universities, and on local and national televisions.

Working together as part of the campaign, Italians who want their government to treat refugees with sympathy and in accordance to international human rights law can make a difference. World Refugee Day is a unique opportunity for citizens to help Italy regain its dignity as a welcoming country. Getting the government to reject and cease its outrageous practice of “push-back” operations will be a first step toward developing more humane immigration and asylum policies.

Since March 2011, after the outbreak of the Libyan War, many African refugees escaped from the country. While a part of this flow has found shelter in refugee camps at the border with Tunisia, others managed to reach Italy by boat. Many of them had been previously pushed back by Italy as a result of an agreement signed by Berlusconi and Gaddafi in 2008. Since the signature of this deal, all migrants intercepted at sea by the Italian navy were forcibly returned to Libya, where they were exposed to any kind of abuses by local police. Our documentary aims to tell what actually happened to African refugees on the Italian ships during these “push back operations” and in Libyan prisons after their deportation. We met our witnesses in Shousha refugee camp, at the border between Libya and Tunisia, and in two reception camps for asylum seekers in southern Italy. Their interviews are the main part of the documentary, along with a session of the European Court of Human Rights in Strasbourg, where one of our witnesses sued Italy. The Court has recently condemned Italy for violation of Human Rights.

20 giugno, Giornata Mondiale del Rifugiato, proiezioni in tutta Italia di “Mare Chiuso”

Il 20 giugno si celebra in tutto il mondo la Giornata Mondiale del Rifugiato.
ZaLab, in collaborazione con Open Society Foundations e Amnesty International Italia chiede che il 20 giugno diventi quest'anno il giorno in cui l'Italia si impegna ufficialmente a non fare MAI PIU' RESPINGIMENTI.

Come il nostro film Mare Chiuso racconta, tra il 2009 e il 2010, in seguito del trattato di amicizia Italia-Libia del 2008 e in applicazione degli accordi tecnici del 2007, centinaia di migranti in fuga dalle coste del Nordafrica sono stati respinti senza essere identificati né avere accesso alla procedura di asilo. Molti di essi erano richiedenti asilo, fuggiti da persecuzioni e guerre. Sono stati rimandati in Libia dove sono stati imprigionati, torturati e deportati dalla polizia di Gheddafi.

Il 23 febbraio 2012 l'Italia è stata condannata per aver eseguito queste operazioni, ma ad oggi il Governo Italiano non si è ancora ufficialmente impegnato a non eseguire mai più respingimenti e troppa parte dell'opinione pubblica è ancora convinta della necessità o addirittura del successo di quelle pratiche.

Per questo lanciamo oggi la campagna MAI PIU' RESPINTI, chiedendo alla società italiana di organizzare il 20 giugno proiezioni di MARE CHIUSO nelle piazze, nei cinema, nelle scuole, nelle università, nei teatri, nelle televisioni locali e nazionali.

In seguito agli accordi tra Gheddafi e Berlusconi del 2009, le barche dei migranti intercettate in acque internazionali nel Mediterraneo sono state sistematicamente ricondotte in territorio libico, dove non esisteva alcun diritto di protezione e la polizia esercitava indisturbata varie forme di abusi e di violenze. Molti dei respinti, circa 2000 persone, erano richiedenti asilo. La Corte Europea dei Diritti dell’Uomo di Strasburgo ha recentemente condannato l’Italia per aver violato la Convenzione Europea dei Diritti dell’Uomo.
